About Us

The mission of the Fulbright Association North Dakota Chapter is to advocate for the Fulbright Program, foster community among Fulbright alumni and Friends of Fulbright in the state of North Dakota, and promote international education through our local community. Our vision is a world where international exchange is widely recognized as a force for peace.

North Dakota Chapter of the Fulbright Association

The North Dakota Chapter of the Fulbright Association is a statewide chapter serving Fulbright alumni and friends of international exchange. The chapter is focused on hosting engaging programs and events for Fulbright alumni and visiting Fulbright students and scholars throughout the state, primarily in North Dakota. The chapter is closely affiliated with universities and colleges in the region, and often co-sponsors programs with these institutions.

PRESIDENT

Lavinia Iancu, Ph.D.

Dr. Iancu received her PhD in Biology (forensic entomology and microbiology expertise) within the Romanian Academy, Institute of Biology Bucharest. In her research, Dr. Iancu is committed to advancing the study of forensic entomology and microbiology, aiming to identify novel biomarkers for the estimation of the postmortem interval (PMI).

Dr. Iancu’s experience and contributions to the field have been recognized by the numerous peer-reviewed articles in the field, by the Henry C Lee scholarship Award, the AAFS Outstanding Early Career Achievement in Forensic Science Award received from the American Academy of Forensic Sciences, The Fulbright Senior Award for initiative and leadership in advancing forensic entomology research, the Romanian Academy “Grigore Antipa” Award, granted for the pioneering work in the field of forensic entomology and microbiology, and the Itterman Faculty Professional Development Award granted by the College of Arts & Sciences in recognition of exemplary teaching while maintaining excellence in research and service.

TREASURER

Yee Han Chu, Ph.D.

Yee Han Chu holds a PhD in Teaching and Learning (UND), MSSW in Clinical Social Work (Columbia University), BS in Genetics and BA in Psychology (UC Davis) degrees. At the University of North Dakota, she is the Academic Support and Fellowship Opportunities Coordinator in the Faculty Affairs Office, assisting students with competitive, national scholarship and fellowship applications. She is a Fulbright U.S. Student Program Advisor, a 2023-2025 Fulbright Program Advisor Mentor, and a Fulbright U.S. Scholar Liaison.

Yee Han taught gifted education courses in the UND Special Education Program and co-founded the North Dakota Association for Gifted Children where she served as its first President. Previously as an assistant professor in the social work department at UND, Yee Han held licensure as a clinical social worker in Oregon and Nevada and as a certified social worker in North Dakota. She served on the ND Advisory Committee to the US Commission on Civil Rights, and the North Dakota Ballet Company & Academy.

Pempho Chinkondenji, Ph.D., Board Member

Dr. Pempho Chinkondenji is a scholar, educator, and practitioner-activist in the field of comparative and international education. She is an Assistant Professor of Educational Foundations and Research at the University of North Dakota. Her scholarly practice, teaching, and advocacy for social justice lie at the intersections of international education, girls’ education, in-school pregnancy/student motherhood, refugee education, forced displacement, and qualitative research methods. As a qualitative methodologist, she primarily utilizes participatory visual methodologies to conduct educational research. Her scholarship has received various awards including the 2024 Gail P. Kelly Award for Outstanding Dissertation conferred by the Comparative and International Education Society (CIES).

Dr. Chinkondenji earned her Ph.D. in International Education from the University of Massachusetts Amherst in 2023, and an M.A. in Cross-cultural and International Education from Bowling Green State University in 2017. She also has a B.A. in Mass Communication from African Bible College in Lilongwe, Malawi.

Yun Ji, Ph.D., Board Member

Yun Ji is a Professor of Chemical Engineering at the University of North Dakota. She earned her B.S. in China., M.S. in Thailand, and Ph.D. in Chemical Engineering from the University of Maine. She worked at a Postdoc Research at the National Renewable Energy Laboratory (NREL) prior to her job in the university. Yun received Fulbright-VTT award in Science, Technology and Innovation in Finland in 2018.  

VICE PRESIDENT

Paul E. Sum , Ph.D.

Paul E. Sum received his PhD in Political Science from Northwestern University in 1996 and joined the University of North Dakota faculty ranks in 2000. He teaches courses in comparative politics, political behavior, and human rights. Sum's scholarly efforts address the interplay between political culture and behavior in Central and Eastern Europe. Recent projects assess political engagement and collaborative tendencies among youth in Southeast Europe. Sum has served as an evaluator and consultant for the Council of Europe, OSCE, USAID, and the World Bank for programs in the region.

Sum maintains a special relationship with Romania. He held the position of Lecturer & Fellow at the Faculty of Political, Administrative, and Communicative Sciences at Babeş-Bolyai University in Cluj-Napoca, Romania (1996-1998) under a program funded by the U.S. Department of State. In 2009-2010, Sum was the recipient of a Fulbright Scholar Award to Romania where he taught courses on Research Design and conducted research on the effectiveness of U.S. democracy assistance to the region. He serves on the advisory board of the Center for Studies of Democracy also at Babeş-Bolyai University. He recently joined the advisory board of CiSquare, an organization that brings academics and NGO members together to provide actionable insights for positive impact in order to empower Romanian CSOs to use data and research to enhance their impact on pressing societal issues.

Allison Johansen , M.A.

Allison Johansen holds a BA in Language Studies and an MA in Teaching English to Speakers of Other Languages. She has over 9 years in international education, including six years teaching English in South Korea and Turkey. Currently, she serves as the Study Abroad Advisor at the University of North Dakota, where she enthusiastically guides American students in exploring opportunities abroad for studying, teaching, interning, or conducting research.

Passionate about fostering global connections, Allison is thrilled to contribute to the North Dakota Fulbright chapter, promoting international opportunities through the prestigious Fulbright program to individuals from North Dakota and beyond.

Divine N. Tarla, Ph.D., Board Member

Dr. Divine N. Tarla is a Fulbright Alumnus from Kansas State University, in Manhattan, Kansas.  He has worked in the University of Dschang for 15 years and consulted with international organizations like the Food and Agricultural Organization and the United Nations Development Program in Cameroon

He has (co-)authored many books and over 30 articles including: 1-Poverty and Food Insecurity in Africa: The Voice of the Voiceless (English and French); 2-The Role of the Fulbright Coordinator, Faculty Associate, and Community Mentor in the Success of the Fulbright Program (English and French); 3-Phytoremediation and Bioremediation of Pesticide-Contaminated Soil.; 4-Wheat Production in Cameroon: From Myth to Reality

Divine has traveled widely across Africa, Asia, Middle East, Europe and more than half of the United States. He currently lives in Bismarck with his wife, Geraldine Ambe and daughter, Telma Neba. For the last 5 years, he has been transitioning into Information Technology
